Kanri Gyomu Shuninsha (Chief of Condominium Management Operations) Examination

The Kanri Gyomu Shuninsha examination is a national exam held under the Act on the Promotion of Proper Condominium Management. It is run once a year by the Condominium Management Companies Association, a general incorporated association designated as the examining body by the Minister of Land, Infrastructure, Transport and Tourism. A Kanri Gyomu Shuninsha is the qualified person a condominium management company needs when it gives a management association the explanation of important matters on a management contract, or reports to it on management operations. The paper has 50 four-option multiple-choice questions answered on a mark sheet, sat from 1:00 p.m. to 3:00 p.m., a two-hour limit. Questions come from five areas: the contract for outsourcing management operations; the management association's accounts; the maintenance and repair of the building and its ancillary facilities; the Proper Management Act; and other matters relating to carrying out management operations. Anyone may sit it regardless of age, gender or education. In FY2025, 14,435 people sat the exam, 2,832 passed, and the pass rate was 19.6%.

Official page

Who takes it

  • Front-line employees at condominium management companies who look after management associations
  • Condominium management companies that need more staff able to give the explanation of important matters and to report on management operations
  • People who want to take this exam first in order to earn the partial exemption on the Condominium Manager examination
  • Management association directors and other unit owners who want to be able to read a management contract and the association's accounts
  • Practitioners in building equipment and large-scale repairs who want to fill in the management-administration side of the work

What it lets you do

  • A Kanri Gyomu Shuninsha is the national qualification required when a condominium management company gives a management association the explanation of important matters on a management contract or reports on management operations. Once registered and issued the qualification card, you can take that work on.
  • Passing this exam earns you a partial exemption of five questions on the Condominium Manager examination on application.
  • The five subject areas run from management contracts and management association accounting (bookkeeping and financial statements) through building equipment and maintenance to the Proper Management Act and the Act on Building Unit Ownership, tracking the actual shape of a management company's work.
  • There are no eligibility requirements: age, gender and education are irrelevant. Among those who passed in FY2025, the youngest was 18 and the oldest 84.
  • The exam is sat simultaneously with the same paper at 16 venues across eight regions, so candidates outside the big cities sit under the same conditions.

Questions people ask

Who can get the five-question exemption?
People who have passed the Condominium Manager (Manshon Kanrishi) examination. Apply for the partial exemption when you file your application and enter your Condominium Manager pass number. Subject area 4, the Act on the Promotion of Proper Condominium Management, is then exempted and the paper becomes 45 questions. You cannot add or withdraw the exemption after applying.
Which should I take first, this exam or the Condominium Manager exam?
The exemption works in both directions, so the order changes what you gain. Passing this exam gives you a five-question exemption on the Condominium Manager exam, and passing the Condominium Manager exam gives you a five-question exemption here. In FY2025 the pass rates were 19.6% for Kanri Gyomu Shuninsha and 11.0% for Condominium Manager (each published by the relevant exam body), so the two differ in difficulty.
What is published when results come out?
The association's website posts the examination numbers of successful candidates, the cut score, and the correct answers. Online applicants can download their certificates; postal applicants receive them by mail. The association states that it will not answer any enquiries about results, marking, the questions, or the basis for the correct answers.
Can I choose the venue?
You choose the test region, of which there are eight, when you apply, but the venues themselves are not published in advance. Online applicants can pick a venue from their account page on a first-come basis after applying, while postal applicants are assigned one by the association when the admission ticket is issued.
As of when are the laws in the questions current?
The laws and regulations behind the questions are those in force as of April 1 of the fiscal year in which the exam is held. The FY2025 exam was based on the position as of April 1, 2025.
